Badung Parliament’s Visit to Japan is Ineffective

Chairman of Bali Corruption Watch (BCW) Putu Wirata Dwikora viewed the visit of 31 members of Badung parliament to Japan in 21-28 October 2012 was ineffective and did not provide any benefit to the community.

“Morally, it is regretted that they impose themselves to go abroad, moreover it is not transparent. What were the results?” he said when he was met at the University of Udayana (Unud) Denpasar.

He said he and his party had not observed yet whether the parliament’s visit featured any deviation budget or not.

According to him, visiting abroad with the pretext of training implementation should be done at the parliament building of Badung regency which is quite representative and most magnificent building among the parliament building in all regencies in Bali.

“Meeting is definitely conducted in a hotel or a fancy place. Whereas Badung parliament has nice and representative building, it should be take place there,” said Wirata.

He expected there was an openness to the public related to several things, one among them included the party who invited the parliaments to the activities during their visit in Sakura state, so that people can assess the benefits of the visit.

“If it cannot be explained specifically, it is better not need to overseas,” he said.

Nevertheless, BCW did not have the authority to conduct investigations related to it as well as the absence of authority due to lack of human resources (HR).

He will focus on the audit results of Audit Agency (BPK), which will be controlled by BCW.

“We control it from the BPK’s audit results. If there is a deviation policy or any public statements, that’s what we learned,” said Wirata.

He hoped that the people should actively report if they find irregularities inserted data or fact.

Earlier on Wednesday (24/10) the Secretary of Badung Parliament, Made Wira Darmajaya assumed that trip of 31 parliament members to Japan had accordance to the appropriate procedures based on a formal invitation and through the licensing of immigration.

“There is an official letter, that on which as the application basis for managing the permit to Interior Ministry, State Secretariat, Ministry of Foreign Affairs to Japan Embassy and from the competent parties,” said Wira Darmajaya.

But he admitted that he was not familiar with the name of the agency who invited Badung parliament’s members.

Wira said the visit during a week using the 2012 Regional Revenues Expenditures Budget amounting to Rp.1, 7 billion.

During his stay in Japan, the parliament members attended training and workshop on environmental issues, education, and monitoring of tourism promotion.
