Local Government Should Enforces Architecture Bylaw

Bali Parliament Members Ketut Kariyasa Adnyana, urged regency and city governments to enforce the Bali Provincial Regulation No. 5 of 2005 on Building Architecture Requirements.

“We expect the government enforces these rules. Because if it’s ignored, it could give effect on the direction and goals of development, especially in Bali,” he said in Denpasar on Friday.

He said that there has been a shift in the building lately, many building no longer use the traditional architecture. Consequently, development in Bali especially buildings, hotels and others mostly using modern architecture.

“The authority of building permit is in the district and the city. If the government ignores the rules, then it will be violated by building owners and investors who invest in Bali,” he said.

Kariyasa Adnyana monitored, for example, in Denpasar and Badung regency. Building on the streets and surrounding with Balinese architecture are very minimal. Moreover, buildings in small streets or alleys definitely no longer use Balinese architecture.

“Just look along Gatot Subroto Street in Denpasar, how many building using Balinese architecture. Almost all are using modern architecture. Then it is like passing the same way as in other big cities, such as Surabaya, Jakarta and Makassar,” he said. The atmosphere and feel of Bali in Denpasar is not the same as before. Because in dealing with construction permits (IMB) there is a rule that uses Balinese ornaments. But it is ignored by the building owner,” he said.

“Supposedly Denpasar government take action to revoke the permit if it is not in accordance with prescribed rules, such as following the rules of using Balinese architecture,” he said.

Then Bali would be increasingly difficult to sustain the local culture in the preservation of Balinese architecture. Even feared to be extinct the Bali architecture.

“Local authorities must strictly enforce the rules if they want to continue to preserve the culture of Bali. Moreover, Bali became a tourist destination for its art and cultural. Not solely because of its natural beauty. Due to the natural beauty, other areas were also potentially has more than this island “he said.
